Dear Ladies and Gentlemen of Congress,

Are our Tariffs too high? Are we still paying too much Tax? As President I feel that we need to do something about these high taxes.  I feel that I have a solution that can help us all in this time of need.

I have made up and act that will provide the Nation with a more elastic money supply we badly need. It is called the Underwood act. If you pass this act, our taxes will be lowered and the people will have more money in their pockets

As you read this letter and come to a conclusion, I will be hoping that you consider the high Tariffs and what kind of effect they have on the people of the United States. Remember, this will help the people of the United States. Thank you!

Sincerely

Woodrow Wilson
